The Parks and Recreation Department of the City of San Diego is responsible for these parks and recreation areas. They have rules and regulations that must be obeyed if you wish to use the parks and recreation areas with your dog. Of course, your dog must be legally registered with the city. Naturally, you must clean up after your dog on any public area.
This is an important time to interact with your dog whether it is chasing and retrieving a ball or chasing other dogs.
